EMA01059 31.05.00 changes drawings according to VW 010 59

   Checks and modifies drawings elements according  to VW standard 010 59. Graphics
   Attributes of  elements are changed so  that plotting is supported  in both ways
   according to  colour or thickness. The function does not change  invalid details
   and does not degenerate annotations.
   
   Changes in the model:
   COL (colour) none ... transparent elements, colours are given by layer, set, ...
                any  ... it is possible to set the colour of elements
                         colour 1 or 0 is mostly used

   Degenerated annotations are moved to layer  8. The space elements stay unchanged
   because somebody  uses old fashioned  methods to use  space elements and  lot of
   filters for generation of drawings.
